Mitch Stiller is the Police Captain of Hoover Dam in 2253 and is stationed in the Downtown region.

Stiller was born in 2219. He is a fair man, who tries to come across as tough but everyone knows that it is an act. He isn't great at his job but he doesn't exactly hold back. His boys step in and help bulk up the numbers, to intimidate in a group.
He doesn't deem the gangs in the downtown area a problem, so long as nobody gets hurt. He cares more abut violent crime, even stealing isn't a high priority and he wants locals to fix the issue themselves.
